Clinton and China

1. Clinton did not have a background in China but he had a background in Taiwan. He had visited Taiwan four times but had never seen China.

2. She said if the MFN was lifted then investors in the toy industry in China would lose money due to higher prices. Shoe companies and textiles would also lose money because of how high the prices would go up.

3. The quid pro quo was that if China made positive changes in human rights, then America would stop supporting Taiwan as much.

4. Congress tried not to provoke the MFN. Clinton kept the MFN in and China wanted the MFN to encompass more, but they did not speak up because they did not want to disrespect Clinton.

5. The business community was investing heavily in China. 83,437 contracts were signed worth $111 billion in investment. Over 6700 companies were American companies. China is leading the world business community.

6. The US learns that China is testing nuclear devices so America imposes sanctions. Also China is sending missiles to Pakistan. The business community wants relations with China to go back to normal.

7. North Korea had nuclear testing programs in it. North Korea said they would withdraw from Nucleaur Proliferation Treaty. Clinton Wants to compromise through China to try to get North Korea to stop testing their Nucleaur weapons.

8. The US does not want the games to be played in China because of bad human rights in China.

9. The Clinton administration would create a policy of engagement with China where they are willing to talk with the Chinese on all levels of government and on a wide range of subjects. They would also lift the ban on military contacts.

10. I think China likes this new policy because it gives them more freedom. They would see the US as weaker because the US went back on their policies and made new ones. However, I do not think it matters how weak the US looks, they could still beat the Chinese in conflict.
